NCPC under the project entitled “Expanding and Fortifying Local Democracy through People’s Council in the Philippines” funded by United Nations Democracy Fund (UNDEF) commences organizing of the Barangay People’s Councils (BPCs) in the 21 target barangays of the City of Naga.
BPC is an aggrupation of various organizations operating and based in the communities of the City. It is also the venue of interaction and consolidation of various issues and concerns of various organization in their community and the partner of the Barangays on people empowerment, transparency and accountability in governance and local development.
Said project is well accepted and lauded in the barangays and Barangay Tabuco even passed a resolution acknowledging said project and its complementation in the development efforts of the barangay.
The process starts with the presentation of the project with Sangguniang Barangays for information and support generation followed by listing and profiling of the various organizations in the target barangays. Afterwards, a meeting with the CSOs will be held for the orientation on the role of the BPCs in the barangay and also presentation of the project to level off with expectations. it will be followed by an organizational meeting to elect the officers for those without BPCs or a planning meeting for those with functional BPCs.
The following trainings will be conducted to capacitate the leaders of the barangays:
- Social Accountability and Governance on Local Democracy (SA GOLD)
- Citizen’s Advocacy and Legislative Lobbying (CALL)
- Organizational Management
- BAC Observing
- Community Based Project Monitoring
- Local Development Council
Part of the project is also the organizing and strengthening of people’s council in the municipalities
of Bula, Pili, Gainza, Canaman, Magarao and Bombon.
