Tomorrow, March 12, 2013, NCPC will be conducting the public presentation of the NCPC-UNDEF Project entitled “Expanding and Fortifying Local Democracy through People’s Council in the Philippines” at the Mezzanine of the the Regent Hotel, Elias Angeles Street, Naga City. The project is among the 73 proposals worldwide approved for funding for the UNDEF Call for Proposals 2012.
The project is the replication of the People’s Council (PC) concept and mechanisms in the 21 barangays of the City of Naga and 6 municipalities in the Metro Naga Area. Its aim is to establish, expand and institutionalize the people participation mechanism in the target Local Government Units (LGUs) and to consolidate and mobilize Civil Society Organizations (CSOs) in the target areas to engage their respective LGUs in all levels of governance though organizing, capacitating, strengthening and establishing of people’s councils.
The activity will be attended by more than 100 participants coming from the Local Government Units officials and Civil Society Leaders of the municipalities of Bula, Pili, Gainza, Canaman, Magarao and Bombon and the 21 target barangays of the City of Naga. Representatives of DILG from the regional and local offices were also invited alongside selected officials of the City and Federation presidents of the Liga ng mga Barangay, Kapisanan ng mga Sangguniang Barangays Kagawads, barangay Secretaries and Treasurers Federations. CSO Leaders of the region and of the province are likewise invited to witness the occasion.
The activity will be graced by the following:
- Hon. John G. Bongat, Mayor, City of Naga to give testimonies on the importance of the people’s council in the executive branch of the city
- Hon. Gabby H. Bordado, Vice Mayor, City of Naga to testimonies on the role and contribution of NCPC in the legislative branch of the city
- Atty. James Jacob, Chairman, Land Transportation Franchising and Regulatory Board (LTFRB), former Naga City Councilor, Former Representative of the 2nd (now 3rd) District of CamSur and the author of the Naga City Empowerment Ordinance to share on how the idea was conceived and the intricacies of its passage, and lastly
- Ms. Joy Aceron, Program Director of PODER and Government Watch Projects of the Ateneo School of Government (ASoG) based in Ateneo de Manila University (ADeMU) to share on the social accountability and people participation initiatives in the country.
